Despite a carefully planned capture mission, somehow Target 17-153 had managed to escape.
It was almost like he had been tipped off. The Bionetica Systems Analysts did not like to think about that possibility, but whatever the reason Target 17-153 had evaded capture. A decoy story about dangerous terrorists had been sent to all Police units. Their orders were to report anything suspicious direct to Central Command who would then send Elite Clean-Up Teams to the most likely areas. The problem was finding anyone in a city this large who would notice another suspicious incident. As usual, when Central Command became flooded with reports of suspicious incidents it was left to Bionetica's Law Enforcers to sort through the mess.
